Third leaders’ debate: what changes, what resources and what results?

A review of the final leaders’ debate’s five themes, distinguishing commitments, financial figures and expected results.

The final debate invites a question for all five parties: what concrete change would their programme deliver, and how could voters verify that it happened? The value of a debate extends beyond speaking performance. A useful commitment identifies the people affected, the resources required, a deadline and an expected outcome. Radio-Canada organized the event on **September 23, 2026, from 8 to 10 p.m.**, with Patrice Roy and the five main leaders: Christine Fréchette, Charles Milliard, Paul St-Pierre Plamondon, Ruba Ghazal and Éric Duhaime. Its five announced themes structure this analysis. Health care: assess reforms through access to care TVA Nouvelles reports that the CAQ defends Santé Québec, while the PQ and PCQ want to abolish it. Exchanges also contrast greater use of private providers with concerns about drawing staff away from public facilities. The PLQ emphasizes access and wait times; QS emphasizes staffing. A structural reform can change managers’ responsibilities without, by itself, providing another appointment. Conversely, new capacity can help even if it does not solve every difficulty. The precise mechanism proposed needs scrutiny. To compare parties, ask how many additional patients would receive care, where, with which staff and by when. Determine whether staffing would come from training, recruitment, a return to practice or transfers between facilities. The same professional cannot be counted twice in two capacity increases. Hospital wait times quoted during a debate require a record preserved at the time of the statement. A current dashboard reading cannot establish a past value. This dossier therefore does not validate the waiting-time figures attributed to leaders. ## 2. Economic insecurity: distinguish immediate relief and transformation TVA’s coverage describes the CAQ defending its handling of the tariff crisis, the PLQ favouring Canadian cooperation and exchanges over tax and trade measures. Each requires different tools. Temporary assistance can prevent a closure without changing a business model; diversification can strengthen a company but take too long to address its immediate cash needs. Ask how long assistance would last, who qualifies, how it would be funded and how it would end. A tax reduction needs a clear beneficiary and an estimate of lost public revenue. A retaliatory measure needs an account of its consequences for Quebec producers and consumers. Assess expected effects without treating a political intention as an achieved result. ## 3. The fiscal challenge: compare figures on the same basis The financial baseline needs a date. The **August pre-election report** forecasts a **$5.2 billion accounting deficit for 2026–27**; the March budget’s $6.3 billion is an earlier forecast. The balance after payments to the Generations Fund is a different measure. Children and families: connect values to services The Canadian Press reports that the case of a baby found in a Montreal encampment prompted leaders to respond to homelessness. Its account does not provide a complete comparison of their interventions on children. Quebec’s future: clarify the decision and its scope The Canadian Press reports that the PQ maintains its commitment to a first-term referendum after Donald Trump leaves office. Voters can examine timing, preparation and responsibilities without this analysis telling them which choice to make. Similar care is needed on immigration. Segma’s Radio-Canada poll, conducted **September 8–17**, reports **47%** in favour of reducing immigration numbers, **36%** favouring the current level and **10%** favouring an increase. The question starts from an annual intake of 45,000 people and does not explicitly distinguish temporary and permanent categories. The denominator, undecided respondents and wording matter. Another poll can ask a different question and produce a different result without necessarily contradicting it. Likewise, voting against sovereignty and opposing the holding of a referendum are distinct responses. The **70%** figure included in the initial dossier is not validated here for the precise proposition discussed. It receives no true-or-false verdict. ## What voters can compare The five themes provide a shared framework: the service or change promised, its funding, the people affected, its deadline and how results would be measured. This framework favours no political project. It asks each party to make its project verifiable. A brief on-air answer may be supplemented by a public programme. A persuasive intervention may still leave funding unsubstantiated. Readers benefit from considering the exchange, the party document and independent evidence together. **Transparency:** the questions in this analysis are our comparison criteria.
