Create mental health welcome teams at all 400 CLSC access points

Create multidisciplinary "Mental Health Welcome Teams" (social workers, psychologists, psychoeducators, nurses) at Quebec's 400 CLSC access points: same-day appointment guaranteed for anyone presenting with a mental health need, a minimum of three sessions with the same professional to assess needs, reduce immediate distress and direct the person to appropriate resources, free psychosocial services during CLSC operating hours.
