Release an emergency winter budget for homelessness and convene a roundtable of all stakeholders

Urgently release a special budget for homelessness, in particular to meet winter needs, and bring together all homelessness stakeholders around the same table. Announced October 3, 2026 as a first-100-days priority. No amount is given in this release; distinct from PR-0034 (a $1 billion, four-year plan aiming to cut homelessness by 50% by 2030), which it does not replace.
