Merge municipal infrastructure programs into one predictable annual transfer and add $1 billion

Abolish and merge the many infrastructure programs into a single, predictable annual transfer to municipalities; add $1 billion to existing programs — investments that would go first to essential water infrastructure — starting in 2027; and remove the provision allowing the Education Minister to require municipalities to hand over land free of charge for a school service centre.
