Present a home ownership plan including a QST refund of up to $45,000 for first-time buyers of a new home or for self-builders; raise the first-time home buyer tax credit from $1,400 to $3,000; ease the regulatory burden on construction, harmonize application of the Building Code, cut red tape and create a certification mechanism for prefabricated and standardized buildings, with a 30-day target to speed up permit approval.
