Reform how public infrastructure is delivered (PPPs, a bill inspired by Q5)

Assess from the outset the delivery model offering the best value for each public project over $10 million, including collaborative models and public-private partnerships (PPPs); create a Québec catalogue of standardized models and components; announce government renovation and construction intentions earlier; and table a bill inspired by Q5 to allow a single government authorization for large priority projects of national scope.
